Can't switch accounts when using passkey #2065

Steps To Reproduce

  1. Go to 'github.com'
  2. Click on 'sign in with passkey'
  3. Attempt to switch Bitwarden account to an another signed in account

Expected Result

It is possible to choose a passkey from another signed in Bitwarden account

Actual Result

Only accounts in the currently selected Bitwarden account is shown and there is no option to see passkeys in another account. In earlier versions of the app, there was a profile icon in the top bar that would allow switching Bitwarden accounts during the passkey flow

I can see a number of pull requests about a month ago that seem to be designed to remove and block account switching which I am guessing is the cause of this issue.

This means I now need to open Bitwarden and switch to the right account before initiating a passkey unlock flow whereas previously I could switch throughout. This adds more friction for the end user and increases error rates with the wrong account. Please either bring back account switching or display all passkeys across all accounts in the popup (there seems to be a pull request for this, but it doesn't work.

I would just like to clarify that the same issue exists in the browser extension as well, but maybe you are aware of that already.
