What happened?

Hidden categories and groups are being included in budget totals, causing inaccuracies in rollover and report budgets. This affects group sums, total spent, and other metrics. Need to ensure hidden data is excluded from all calculations.

Closest issue could find was #2354

See "transfers" not being ignored in the summary and totals:

Ohh seems like I hit a vein there. Looks like there is a concerted effort already going, I will switch to that branch and compare with what I brought to the table
