Pitch: what problem are you trying to solve?

The CreatePayeeRule API is not implemented: https://actualbudget.com/docs/developers/API/#createpayeerule

As noted in this issue, a bunch of the APIs listed in the docs is wrong and/or un implemented: https://github.com/actualbudget/actual/issues/2235

I am particularly interested in having access to the create payee rule API however. Anyone working on this? Happy to have a go myself if someone can provide some pointers?

.com is the non-open source version of actual. Here's the correct link: https://actualbudget.org/docs/api/reference#createpayeerule

That being said - feel free to send a PR for this. I'll be happy to review and merge.
