Pitch: what problem are you trying to solve?

Instead of budgeting monthly, this is to allow for semi-monthly (2x a month) budgeting. With 2 paychecks a month, and bills due at different times throughout the month, this budgeting system allows to allocate certain paychecks to certain expenses.
For example, paycheck on the 1st pays the home, phone, internet and the paycheck on the 2nd pays the credit card and utilities. and whatever is leftover for each paycheck can be transferred to savings.
The way Actual Budget works now is that I have a month's worth of expected expenses, but on the 1st only half the income to cover the expenses. After allocating payments to the bills for that paycheck, I still have a negative budget at the end, and not knowing how much I can save while awaiting the next next paycheck to pay for the next expenses.

Describe your ideal solution to this problem

Keep all the same functionality as is, but allow for 1H Month and 2H Month time frames and assign expenses to 1H or 2H. (1H = First Half, 2H = Second Half).
Or to separate categories to allow for income 1H to be assigned to expenses 1H and income 2H to be assigned to expenses 2H. Also, providing the sums and calculations below per half.

Teaching and learning

Actual Budget can still default to monthly budgeting since this will be the most popular, but there can be a setting option to activate 1H/2H splits. So it can be a feature 'as needed'.
Documentation will need to be written/adjusted to explain the splits.
