Pitch: what problem are you trying to solve?

When creating rules, it's very easy to create a new Payee - simply type it in and click to create rather than select an existing one. For budget categories, however, this is not possible. Instead, you need to discard or save the partial rule, navigate to the budget page, add the category and then go back and find/rebuild the rule.

I appreciate that payees are created more often than budget categories, but as someone who is just getting started with the system it is a real pain.

Describe your ideal solution to this problem

Ideally, I can create categories the same way that I do payees. Even if the category gets added to the first or last group of the budget I can easily go and move it later and it seems worth it for the convenience.
