As the title implies: the goal here is to upgrade electron version to 20+ and fix CI builds.

Some work for this has already been done, but it's not finished:

Doing this task will solve the following issues:

Once this task is done we can start preparing electron releases too (although in an un-signed format).

If anyone is interested to pick this up: here's the latest diff of changes necessary to launch electron locally. It should be a good starting point in bringing electron back to life.
