Hi there!

Thanks for the amazing app. This PR just adds French bank "Hello Bank!" to the list of banks with limited history.

Also, if I may make a suggestion, I find it unclear in the docs what will happen when a new bank is added. Does this mean Actual will take this into account to make requests through GoCardless in chunks of 90 days to complete the missing data?
