[Feature] Budget templates: Review budgets that will be applied #505

Pitch: what problem are you trying to solve?

Sometimes it can be hard to keep track of what budget templates have been applied especially if there are already some existing budgets that are allocated. It would be nice to be able to review the budget templates to be applied before actually "commiting" the budgets.

Describe your ideal solution to this problem

Before applying the budget template, show a modal which displays the categories and the budgets that are going to be applied to each. Budget amount should also be editable to allow user to override the budget template.

Or maybe inline apply the budgets to the budget table but set the budgets as somewhat "pending". Actual could then display a ✔️ and buttons somewhere in the screen to commit or cancel the application of the budget template.

Actual should also provide the ability to check/uncheck which budgets should be applied on "commit".

I think this would be much better than a modal, as one can see the context (other months, available amount) while reviewing.
