Description

I was looking over the issues and noticed we weren't closing "needs info" issues automatically, looks like the stale job isn't able to do what we'd like so I've rolled our own. I also added a new workflow that removes the label if the issue author comments after the label has been applied, should hopefully stop us forgetting to remove the label.

This is possibly a bit more than we need, so any thoughts welcome.

Tested by running the script locally, I've gone and fixed the ones it would have closed manually
