Pitch: what problem are you trying to solve?

It is inefficient and error-prone to create many similar rules, each begun "from scratch".

I've got many very rules that are very similar. For example, purchases from 4 different stores (HomeDepot, Lowes, and two local hardware stores) are all assigned to the "Home Maintenance" category, with the tag "#Supplies" appended to the Notes field, and another tag based on the merchant name.

The issue gains importance as more actions are added to the rules.

Describe your ideal solution to this problem

It would be very helpful if there was a way to copy an existing rule, in order to edit the copy as a new rule.

An alternative user interface would be to add a checkbox ("Stay in rule editor") next to the "Save" button. If checked, after saving a rule, the rule editor interface would remain open to allow the user to make changes that would be saved as a new rule. This essentially implements a "Save As" workflow.
