Follows https://github.com/actualbudget/actual/pull/7406 & https://github.com/actualbudget/actual/pull/7407

This stops us having to manually create the docs pages from the release notes, it adds some TODOs in for now, but we might be able to get rid of them in the future if we integrate this flow into the create PR one.
