What happened?

When trying to filter a budget's payees to find duplicates (or really near misses), I tried to use the "contains" operator. However, the UI does not allow the extbox to have an arbitrary string to filter by and a pre-defined exact payee must be selected. It then tries to filter by payee names that contains the UUID of the payee, which matches nothing.

How can we reproduce the issue?

Go to a budget, click "Filter", select "Payee", choose "contains" and try to type in a partial payee name.
