This PR adds a new blog post about expanding the contributor funding system.

The blog post discusses:

  • Expanding rewards beyond core maintenance
  • The ideal of targeted donations (and why we're not pursuing it right now)
  • A practical alternative: points for feature work
  • Funding all contributors
  • Plans for non-maintainers

This is extracted from PR #6481 to be reviewed and merged separately.
