What happened?

Uncategorized transaction are not showing up at the top of mobile screen. Seems to have started around the time to update 25.4.

How can we reproduce the issue?

For me to recreate - it's just having uncategorized transactions. Uncategorized transactions no longer show at the top of the screen when in mobile view in both firefox and chrome on android. Switching to desktop mode shows them

My guess is that the new mobile information banners didn't get added to the tracking budget.

@joel-jeremy can you check if the banners were added to tracking budgets?
