[Bug]: New Rules being automatically created #2777

What happened?

New Rules are randomly being created. I.e. a new rule for "Venmo" is created that automatically catagorizes all venmo transactions as a specific catagory.
I have tried editing these rules to do nothing, and new ones keep getting created.

How can we reproduce the issue?

Unsure, I've been using Actual for about 6 months, and it seems to occur randomly.

Where are you hosting Actual?

Docker

What browsers are you seeing the problem on?

Chrome

This is expected behavior. You can disable rule creation for specific payees, or disable automatic rule creation entirely in the payee page

Ah! I figured it was something like that! Is it simply "Category Learning" settings?
