every time i update a rule by adding one more strring to match in field "note" upon apply on matched transaction i get this error message

My guess is that this isn't because of rules but because you are having syncing problems in general. Make sure your server is accessible by your client.

actually i noticed that the issue is related to rule application but only when i have 2 browser tabs open.

Having 2 browser tabs open breaks syncing in general, its a known issue.

ok i see but this is not handy especially when you first time setup your accounting and when you have to define a lot of settings for rules and budget categories without 2 tabs you have to browse a lot through the menus.
