[Bug]: "Set Average Budget" also updates hidden categories — unexpected behavior #2185

What happened?

When using the "Set Average Budget" option in Actual Budget, it also applies budget values to hidden categories. This seems counterintuitive, especially when those categories have been hidden because they are no longer in active use.

How can we reproduce the issue?

Create a category (e.g., "Washing Machine").

Use it actively for a few months, entering expenses and budgets.

Hide the category after it's no longer needed.

Use the "Set Average Budget (last 3 months)" option for your budget.

Where are you hosting Actual?

Desktop App (Electron)

What browsers are you seeing the problem on?

No response

Goal templates ignore hidden categories, so the apply average should also ignore hidden categories.

If you wanted, you could use the average template. It should act the same as the option in the budget, but it wont run on hidden categories.
