Pitch: what problem are you trying to solve?

Tl;dr: Confusion due to Automatic Rule Creation settings not existing in settings tab.

I've been confused for a bit now as to why sometimes (but not always) transactions would be automatically categorized incorrectly. Did I forget that I created a rule? Did the program do it based off of my habits? Is it accessing a database of common categorizations of common transactions? Is it something else?

I looked in the master settings and found nothing to do with Automatic Rule Creation, so I searched for a solution. My first search for the issue didn't result in anything, so I left it alone. I noticed it happening again, and my second search brought up the relevant doc, where I learned that it was a setting in the Payees tab, not in the settings tab. Considering I didn't know that the automatic rule creation bases the rules off payees, I didn't know to look in the payees tab.

I'm not alone, here's a recent Reddit post of someone having the same issue, and here's another one. The second of those posts specifically mentions checking the settings tab, and I'd guess the other user also checked the settings tab before posting. If the setting was available in the settings tab, those reddit posts likely wouldn't need to exist.

Describe your ideal solution to this problem

Add the Category learning settings button to access the Category Learning modal to the master settings tab. It could remain in the Payees tab, or be removed from that tab, but I do think that this setting should be accessible in settings.

Teaching and learning

The goal of this small change is to make users need to access the documentation less. The documentation should not be changed.
