[Bug]: Goal Templates Not respecting second template line after first run #1847

What happened?

after applying templates once to a budget, if you try to run it a second time after having more funds to budget it skips any category that has more than one template lines.

I've tested this in the current desktop app, web app (updated last night with edge), and the demo site. All behave the same. Please see the video below.

How can we reproduce the issue?

This video shows where you have money to budget so you do so, then you receive more and try to do the same, similar to if you get paid multiple times a month.

Its because you are clicking "apply" instead of "overwrite"
