Description

This PR allows the user to cover an over‑budget amount by taking from a category where there is a positive balance.

Related issue(s)

Fixes #7131

Testing

Per below screenshots, I tested that covering from a category with a positive balance now works, and that it will not cover more than the balance that it has available.
