[Feature] Add option to highlight budget category rows with a custom color #1362

Pitch: what problem are you trying to solve?

I have a very granular budget with a lot of categories. I want to be able to quickly find some of my categories on the budget page by a visual cue. (Specifically I am looking for the categories where I use remainder templates so that I can adjust the amounts to free up money for other uses, but I can think of other reasons to draw attention to individual budget rows). I don't want to put them into their own category group because I use groups to add up subtotals by bank account so that I know how much to transfer.

Describe your ideal solution to this problem

Allow users the option to highlight budget categories with colors of their choice. Ideally the entire row would be highlighted so that it can be easily followed across views with multiple months showing.

Activating this feature could be performed by clicking a button on the category row next to the category notes button. Alternately, the color option could be included in the category dropdown menu next to the "Hide, Rename, Delete" options. A third option would be to use a color tag within the category notes, similar to #template, such as #color=red.

Teaching and learning

A separate button to activate the coloring would be the most easily discovered, but may add visual clutter. The other activation options above are listed in order of decreasing both discoverability and clutter.

Documentation for usage would be simple and would belong in the Using Actual > Budgeting > Categories section.
