I also took the opportunity to bring notarize up to date, this moves the supported version of node to 22 (hence the major bump), which is what all of electron seems to require anyway, even though our supported version is >=20. I've got https://github.com/actualbudget/actual/pull/5937 open to bring our node version in line.

No significant release notes for these bumps but testing notarize through the workflows is difficult without publishing a release.
