Continuation of https://github.com/actualbudget/actual/pull/7545

For the most part this PR is just moving some files around (from desktop-client to loot-core). I intentionally tried NOT to do any logic changes.

Why? Because if we want to expose "@actual-app/api" - we need this worker to live in loot-core.
