[Feature]: Functionality to clear target goal values and colouring #1283

Pitch: what problem are you trying to solve?

I'd like a way to clear the monthly goal target value either per-category or per-month to remove colouring left over from testing in future months without having to remove the template completely.

Describe your ideal solution to this problem

A menu option similar to the existing "apply budget template" shown in the category and monthly menu to give the option to "clear goal target value" (the wording for this is tough as it can't be confused with setting the budget to zero, that's my best shot so far).

Teaching and learning

This should be as self-explanitory as the existing options if worded correctly. It might benefit from a line in the experimental goal template docs though.
