Summary

Addresses #7747.

When SharedArrayBuffer is unavailable and the user has bypassed the initial warning (SharedArrayBufferOverride in localStorage), Actual silently runs in a degraded state with no persistent indication. This makes it easy for users to forget they're in an unsupported environment — which can lead to unexpected data loss or sync failures.

This PR adds a DegradedEnvIndicator component to the Titlebar that:

  • Only renders when both conditions are met: typeof SharedArrayBuffer === 'undefined' AND SharedArrayBufferOverride is set in localStorage
  • Shows a warning icon (SvgAlertTriangle) in theme.warningText color, positioned between the privacy button and sync button
  • Displays a tooltip on hover with a plain-language explanation (no mention of SharedArrayBuffer) and a link to the troubleshooting docs

The tooltip wording follows the maintainers' guidance in the issue:

"Actual is running in a degraded state. Your server may not be using HTTPS or may be missing required security headers. Data loss or sync issues may occur."

Testing

  1. Open Actual in a browser without HTTPS (e.g. over plain HTTP without COOP/COEP headers)
  2. When shown the SharedArrayBuffer warning, click "Override" to proceed
  3. Confirm a warning triangle appears in the titlebar
  4. Hover over the icon — confirm the tooltip explains the degraded state with a link to docs
  5. On a properly configured HTTPS server (or in Electron), confirm the indicator does not appear
