Pitch: what problem are you trying to solve?

When trying to copy the amount of a budgeted category group using the Copy budget from last month modal, if the previous month did not have any amount budgeted for that category, it should be greyed out, or alert the user in some way that it's not a valid action.

I spent a good 30 seconds asking myself why it wasn't working. This is exacerbated by the fact that the modal doesn't hide after correctly applying. See #3089 .

Or maybe it did work, but it budgeted 0.00€ ? But that seems clunky IMO.

Describe your ideal solution to this problem

It should be greyed out, or alert the user in some way that it's not a valid action.
