Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

What happened?
Using the Payee view, I was going through rules associated with payees to get rid of auto-categorizing deleted categories and I noticed some counts had no rules attached.
I then deleted a rule and it's associated count (1) was removed.
I then looked and every time a payee's associated rule count did not have a rule(s), there was a match in the completed schedule list.
This example had 10 completed quarterly estimated tax payment schedules that are now completed:
This one still has one rule not part of a schedule and 4 completed estimated tax payment schedules.
How can we reproduce the issue?
I've got a bunch of these. I'm running a nightly from a few days ago. It has been running flawlessly. I just resynced the database this morning.
