[Bug]: refreshing loses the previously active page #1064

What happened?

Refreshing the page causes always causes the budget page to load. There is also a flash of the "budget files" screen for a split second.

Reproduction:

  1. create a test budget
  2. open the transaction or report page
  3. refresh the page
  4. you will land on the budget page
