Description

Adds a persistent warning indicator in the titlebar when SharedArrayBuffer is not supported but the user has overridden the warning. This addresses the issue where users can circumvent the initial warning and then have no indication they are running in a degraded state.

This is a slightly modified implementation of #7764, which was closed.

Testing

Tested on Firefox by disabling the javascript.options.shared_memory flag
