Description

This is another consolidation, and the first step in improving these actions more easily. The plan for the future is to have things like release automation to push release notes into the blog.

This is designed to be a 1:1 migration over to make review easier, improvements to follow.

Testing

I couldn't get act to play ball. If anyone knows the tool better than please do test, otherwise, this won't break anything critical and I can test the generate path once it's in. It runs on the pull_request so the run in this PR is based on the new files, and the check worked.
