Add new semantic patch to replace the straightfoward uses of:

  ptr = isc_mem_{get,allocate}(..., size);
  memset(ptr, 0, size);

with the new API call:

  ptr = isc_mem_{get,allocate}x(..., size, ISC_MEM_ZERO);
