-Wcast-qual and -Wwrite-strings warnings enabled,
which is now the default when using gcc. (Warnings
from confparser.c, because of yacc's code, are
unfortunately to be expected.)
223. [func] Several functions were reprototyped to qualify one
or more of their arguments with "const". Similarly,
several functions that return pointers now have
those pointers qualified with const.
