Tony Finch 129a522d88 There can no longer be multiple compression methods ...

The aim is to get rid of the obsolete term "GLOBAL14" and instead just
refer to DNS name compression.

This is mostly mechanically renaming

from	dns_(de)compress_(get|set)methods()
to	dns_(de)compress_(get|set)permitted()

and replacing the related enum by a simple flag, because compression
is either on or off.
