Tony Finch 96b6bae5bc Include the function name when reporting unexpected errors
I.e. print the name of the function in BIND that called the system
function that returned an error. Since it was useful for pthreads
code, it seems worthwhile doing so everywhere.

Ondřej Surý 58bd26b6cf Update the copyright information in all files in the repository
This commit converts the license handling to adhere to the REUSE
specification.  It specifically:

1. Adds used licnses to LICENSES/ directory

2. Add "isc" template for adding the copyright boilerplate

3. Changes all source files to include copyright and SPDX license
   header, this includes all the C sources, documentation, zone files,
   configuration files.  There are notes in the doc/dev/copyrights file
   on how to add correct headers to the new files.

4. Handle the rest that can't be modified via .reuse/dep5 file.  The
   binary (or otherwise unmodifiable) files could have license places
   next to them in <foo>.license file, but this would lead to cluttered
   repository and most of the files handled in the .reuse/dep5 file are
   system test files.

David Lawrence 87cafc5e70 Megacommit of many files.
Mostly, several functions that take pointers as arguments, almost
always char * pointers, had those pointers qualified with "const".
Those that returned pointers to previously const-qualified arguments
had their return values qualified as const.  Some structure members
were qualified as const to retain that attribute from the variables
from which they were assigned.

The macro DE_CONST was added to isc/util.h to deal with a handful of very
special places where something is qualified as const but really needs to have
its const qualifier removed.

Also cleaned up a few places where variable names clashed with reserved
identifiers.  (Which mostly works fine, but strictly speaking is undefined
by the standard.)

Minor other ISC style cleanups.
