The first step in all existing setup.sh scripts is to call clean.sh. To
reduce code duplication and ensure all system tests added in the future
behave consistently with existing ones, invoke clean.sh from run.sh
before calling setup.sh.

4769. [bug] Enforce the requirement that the managed keys
directory (specified by "managed-keys-directory",
and defaulting to the working directory if not
specified) must be writable. [RT #46077]
4080. [func] Completed change #4022, adding a "lock-file" option
to named.conf to override the default lock file,
in addition to the "named -X <filename>" command
line option. Setting the lock file to "none"
using either method disables the check completely.

- hpux returns EADDRINUSE when listening on UDP sockets, so
we need to check for that
- also need to ensure that subsidiary named processes are shut
down in the runtime system test
