You should have a complete SGML catalog in /usr/local/share/sgml/catalog;
this will be picked up by the configure script and used for both the
ARM and the man pages.

not able to have XML just drop in replace them due to not being
able to use an XML id tag that begins with a number. Hence "ch01"
instead of "1."
