fix sfcache test
...
use a lame server configuration to force SERVFAILs instead of killing ns2.
this prevents test failures that occurred due to a different behavior of
the netowrking stack in windows.

default 10 seconds, limit 30). This can reduce
the frequency of retries when an authoritative
server is known to be failing, e.g., due to
