Allow TTL values when configuring TTLs and time intervals.

Browse Source 
Options updated to use ttlvals: max-cache-ttl, max-ncache-ttl,
max-policy-ttl, fstrm-set-reopen-interval, interface-interval, and
min-update-interval.
